It appears I was right the first time (thank you, Brian). Parking at the Leo Roy is free from this afternoon through the weekend. Info here.
I have also requested info from Royal Management to clarify the situation regarding timing and reimbursement for future snowstorms.

If past winters are the guide, parking at Leo Roy is NOT free. It is specifically excluded from the list of garages at which free parking is given. (I am aware of no reimbursements whatsoever from neither the city nor Canal Place for parking bills incurred there during snow emergencies or otherwise). Parking at the Ayotte Garage by the Tsongas Center is free to downtown residents during snow emergencies, as would be parking in the Early Garage on Middlesex Street. There is fine print that the city only provides free parking for those downtown residents not enjoying off street parking (as would be the case with Canal Place) but this has never been checked or enforced.

The link describing a specific program having to do with Thanksgiving this year is not the same thing as ongoing city policies regarding snow emergency parking. Park with care!!!
